Abstract
Higher order thinking skills is one of the skills that must be possessed by students in the learning in era of the industrial revolution 4.0, however the use of teaching materials that do not facilitate students to develop higher order thinking skills has an impact on achievement of learning objective. This study aims to analyze the need for developing higher order thinking skills for students so they can use it and convert it into new information to solve the problems they face. The type of research on this study is descriptive research by conducting interviews with the biology teachers and analyzing question. The result of this research reveals the instrument used by teacher are still at the level C4-C6. The number of the question in the form of understanding is because the teacher is constrained to make questions that can measure higher order thinking skills. Another obstacle is that the students are not used to working on higher order thinking assessment instrument in schools. This evidenced by the test result obtained in the form of average value of the class 23, 24, which is still categorize as low. The low level of students higher level thinking skills can be improved by familiarizing student with higher order thinking and using scientific learning models.
